Eligibility Criteria 1. You must be a Malaysian citizen.

2. You must be a Penang-born working in Penang and a registered voter in Penang or; Residing in Penang for at least 5 years from the date of application and a registered voter in Penang.

3. You must be aged 21 years and above as at the date of application.

4. Your income must not exceed RM2,500 for Low Cost (husband and wife).

5. Your income must not exceed RM3,500 for Low Medium Cost (husband and wife).

6. Your income must not exceed RM6,000 for Affordable Homes priced at RM200,000 (husband and wife).

7. Your income must not exceed RM8,000 for Affordable Homes priced at RM300,000 (husband and wife).

8. Your income must not exceed RM10,000 for Affordable Homes priced at RM400,000 (husband and wife).

9. For Low Cost/Low Medium Cost applications, you and your spouse must not own any property in any state in Malaysia; For Affordable Housing applications, you and your spouse must not own any property in any state in Malaysia except Low Cost homes.

Required Documents 1. Copy of Identification Card (applicant and spouse).

2. Copy of the applicant’s Marriage Certificate/Letter of Marriage Solemnisation.

3. For widows/widowers/divorcees, please attach a copy of Death Certificate or Divorce Certificate accordingly.

4. Copy of Identification Card and Birth Certificate of applicant’s children/dependents.

5. For government/private employees please attach the following documents:-
a. Latest verification letter from employer/copy of statement of income including fixed monthly allowances (applicant and spouse).
b. Copy of latest EPF (KWSP) statement (applicant and spouse).
c. Confirmation from EPF Office if not contributing.

6. For business owners, please attach the following documents:-
a. Sworn statement of latest income (applicant and spouse).

b. Copy of business registration certificate/business license.

c. Confirmation from EPF Office including for non-contributors.

d. Income Tax Form B (where applicable).

7. For self-employed applicants, please attach the following documents:-
a. Sworn statement of latest income (applicant and spouse).
b. Confirmation from EPF Office including for non-contributors.
c. Income Tax Form B (where applicable).

8. For unemployed applicants, please attach the following documents:-
a. Sworn statement of latest income (applicant and spouse).
b. Confirmation from EPF Office including for non-contributors.

9. Copy of OKU Identification Card [Identity Card for Persons with Disabilities] (husband/wife and dependents if applicable).

10. For residents of at least 5 years in Penang, please attach a verification letter from employer as evidence.

Constraints • Subject to approval from Bahagian Perumahan, Low Medium Cost units can be sold after 10 years and Medium Cost units after 5 years upon signing of the Sale & Purchase Agreement.

• Subject to approval from Bahagian Perumahan, successful applicants may request for name change to their spouses or parents. Name changes to siblings are not permitted.

• 10% from the purchase price will be forfeited if you cancel your purchase.

The Steps

1. Check your eligibility
Browse erumah.penang.gov.my to check your eligibility for the affordable housing scheme. Print and fill up the form and submit to Komtar, Penang. Once your application has been accepted, you will be contacted. Application can be made by filling up Borang PN1 at Kaunter Perumahan, Level 3, Komtar. Bahagian Perumahan and the developer will inform the successful applicants by mail.

 

2. Decide your budget
Consider your allocated budget. Make sure there is enough for down payment and other costs that will be incurred later such as mortgage application, moving and renovation.

3. Apply for a loan
You are required to apply for a bank loan. Upon loan approval, the issuing bank will release a Letter of Offer, which should be accepted and acknowledged by you within 14 days from the date of issue and the Sale & Purchase Agreement (SPA) will be available for signing after a 10% payment of the purchase price is made.

4. Execution of Sale & Purchase Agreement (SPA)
Pay the balance of down payment on the same day you sign the Sale & Purchase Agreement.

5. Inspect your property
Upon hand-over of Vacant Possession, proceed with on-site inspection. After the initial inspection, you have 24 months of Defects Liability Period where you can submit any defects found in writing to the developer, which will be at the developer’s own cost.
